The blue borders show visible chipping and wear along all four edges, consistent with the known fragility of this issue's blue ink. Corners appear rounded on at least two visible corners (top-right and bottom-left most apparent), suggesting wear consistent with a VG to VG-EX range. Surface shows some gloss loss and there is visible print/color wear on the blue border perimeter; no obvious hard crease is detectable from this photo though the image angle and lighting make a definitive surface read difficult. Overall condition evidence — rounded corners, edge chipping on blue borders, centering off — points to a PSA 3 VG as most likely, with a range of 2-4 depending on what the back and sharper corner inspection would reveal.
