This card is clearly MISCUT: the image is visibly shifted, with the left blue border consuming significantly more space than the right (estimated ~80-85% left-heavy), and the top border is wider than the bottom — easily beyond 90/10 in both axes. A sliver of adjacent card printing appears to bleed into the right edge area, confirming miscut status. PSA typically caps miscut cards in the 2-3 range numerically, though they may qualify for the OC (Off-Center) designation or an error-collector premium. The blue border shows chipping and wear consistent with heavy handling. Corners appear rounded to moderately worn under the photo's resolution. Surface shows some gloss loss and possible light soiling. This is a legitimate printing error card with collector interest in the error/miscut market, but the numeric PSA grade will be severely capped by the miscut — estimate 2, possibly 3 if graders are lenient on acknowledged production errors.
